I am trying to get images that act as my navigation system to lay on top of the images on the next layer. Instead, these images on the base layer appear "under" the images on the next layer.
If the layer is designed with nothing that covers the navigation and the layer is set to allow clicks on the base layer, you will be all right.
If you want to use the whole slide area, and have the navigation show later and overlay the layer, you probably are talking about automatically closing the layer, or opening a new layer with the navigation system.
