MP4 videos are natively supported in Storyline 360, while other video file formats get converted to MP4 (you can see the list here).
Since MP4 doesn't accept alpha channels, the background of the video linked above won't be transparent, but you can still import it using Insert > Video > Video From File.
We are tracking a feature request for transparent backgrounds in videos, and we will update this discussion when we have any news to share!
In the meantime, I'm hoping other community members have other suggestions for what you're trying to accomplish. My initial thought would be to convert the video to an animated GIF.

This way the animation will be imported as ordinary video.
So .. there is no way to add a transparent animation in Storyline?

Thanks .. this is very helpful. I also reached to this point and found that animated GIF works fine inside Storyline.
