How to make first level paragraph text without paragraph space?

I have a problem when animating text by first level paragraph.  Sometimes a line of text does not appear when previewing the slide, or two lines of animated text appear together at the same time even though separated by a time interval.

My conclusion is that line is not a first level paragraph and Storyline considers it part of the line before it - even though visually they are on separate lines.

I've tried a couple of ways to make a hard return on a line without a paragraph space (don't want a blank line space here): Backspace the line to be on the line above and then Ctrl-Enter or  Shift-Enter to drop it down to the next line. Sometimes this works and other times not.

Is there a trick to this?
