I'm not sure if you have a specific Flash player you're looking to utilize, but Storyline published courses will open in a web browser when published for web, LMS, Articulate Online. If you publish for CD/local source the users will see a new window open that will be specific to Storyline and will be based on Internet Explorer so they would need to have that installed on their system.
If there is another method that you'd like to utilize, I would ask if you could share a bit more information so that staff or the community can point you in the right direction.

This is an option that you can select during publish. Check out our tutorial here for publishing to LMS for example.
