I setup variables and a master slide for page numbering a quiz, but I can't figure out how to reset the page numbers if I want the learner to retry the quiz.
your trigger just needs tweaking. Instead of Add - make it assignment and then you will see it changes to 'SET variable' in the trigger. Also be careful of trigger order, SL runs the triggers in the order you have them in the trigger panel. You want the variable changing before you Jump to slide or it won't execute, so move it to the top of the Retry Quiz button triggers. That should work.
Another problem I am having is the quiz will not mark complete in our LMS tool, and I can't see why that is happening. Looking at the storyline file do you have any suggestions why it would do that?
You may have missed the third image in my post where I talk about trigger order. You are jumping to the slide 1.2 QB before the variable gets to change...Move the Set var trigger above the Reset Results trigger.
Also the way you have your var_Quiz default I would change the 0 to 1 so the first quiz slide is 1 of 8 instead of 0 of 8.
When you publish a Storyline or Studio course, you get to choose one of these reporting options:
Passed/Incomplete
Passed/Failed
Completed/Incomplete
Completed/Failed
We recommend choosing Passed/Incomplete or Passed/Failed. These options are most likely to record both completion and success statuses in your LMS. (You might see an Unknown success status in your LMS until learners complete the course, then the status usually changes to Passed/Failed.)

I notice your reporting is Completed/Incomplete
