How to use both a state and a layer together on the same object

I am new and using Articulate Storyline 3.  This is probably really simple, but I haven't been able to find the answer online. 

I want to add a state change and a trigger to the same object. I want an object to show when user hovers, but when user clicks, I want the same object to render a layer. The subject is a simple web page. I want the user to hover their mouse over areas of the page, and as they do so, they will see outlines. Then they can click those outlines to see layers. I feel like this should be pretty simple to do. I have tried creating multiple triggers, but then nothing happened during the preview. 

What am I doing wrong?

Good question with some nuance. There are always a few ways to approach this. Here's one

  • Create your hover object. Set to initial state hidden.
  • Create a hotspot that changes the state of the object to normal on mouseover.
  • Create a trigger on the hover object to show layer when clicked.
  • On the layer you need to set the properties to not allow the base layer objects to be clicked (if it interferes with your interaction).
