I'd also look at uploading the file to your intended publish environment, whether thats your web server or LMS. Testing it locally is known to cause some odd behavior and elements not working as expected. If you're not ready to upload to your final environment, take a look at Tempshare - that will allow you to upload Web published content and keep it live for 10 days. If you're using an LMS, you could also test out SCORM Cloud.
