Storyline is great for all levels of users. For the novice, it's almost like a WYSIWYG (What you see is what you get). If you've ever used PowerPoint - it's pretty much that, but with quizzing features built in (so when you go to "add a slide" you have the option of adding quizzing slides). There are other features, such as the "drag and drop" feature like Michael is talking about, but that's more of an activity for the learner to do (for example, you might have an activity where you tell users to "drag all the fruit into the basket" sort of thing). But for actually building, it's more comparable to PowerPoint - if you can use that, you're pretty well on your way. And there are TONS of great tutorial videos out there to get you going on the more interactive side of things.

@Josh: Not sure what you mean, but you don't need to know HTML/CSS for drag-and-drop either. Drag-and-drop is a build-in function of Storyline and doesn't require hand-coding.
