I have used PhoneGap Build to package Storyline HTML5 output into apps. Here is a short blog post about creating an Android app: http://wp.me/p2BoUf-6Z The process for iPad apps is a bit more involved (e.g. you need an Apple developer certificate and a app-specific provisioning profile), but it is similar.

No, ipad apps are not written in HTML5

I don't have any experience with that approach, but it might be worth a try. I think I read somewhere, that captivate uses that method...
