HTML5 with Flash fall back

Hello Everyone
I have a SL360 project that I have published for LMS with setting 'HTML5 with Flash Fallback' (no Articulate Mobile Player).
The course runs fine on Chrome everywhere (in the clients LMS, Tempshare and ScormCloud). In IE11 course runs from tempshare and ScormCloud, however, only sometimes from in the clients LMS.
Browser and flash versions meet system requirement. I get that this must be due to their LMS/browser settings, but am trying to offer support.
Does anyone have any suggestions where I can go with this? I was wondering if maybe I should publish as 'Flash with HTML5 fallback' instead.

there have been discussions around LMS's and compatibility mode of IE - perhaps the LMS administrator could start there.
Thanks Wendy. Unfortunately I don't think it is the compatibility setting as IE11 doesn't auto checkbox for Internet sites.
For the clients that are having a problem , have them send you a screen shot of what compatibility and document mode the course is running in - it can be something just set at their side.
