We have an issue reported for the hyperlink hover color of yellow text, specifically. It looks like that's what's happening in your file from your screenshot. Can you tell me what version of Storyline you're using? Is the problem resolved if you use a different text color?
We don't have a fix for this bug just yet, but I've tagged this thread to be updated as soon as it is released.
One workaround you can use for now is to avoid hyperlinking the text itself, and instead add a hotspot over the text. Then, add a trigger to jump to the URL when the user clicks the hotspot.
Can you give the latest update of Storyline 360 a try? We fixed an issue where Yellow hyperlinks were unreadable when hovering over them, so it may help with what you experience previously.
Just launch the Articulate 360 desktop app on your computer and click the Update button for each application. Details here.

My hyperlink text was white. The hover box was opaque white. I changed it to blue. Now, the hover box shows with some transparency.

This solved my problem for this course, but is there a fix for a course that it makes more sense to use white for hyperlinked text?
