Ideas on how to evoke an intense, emotional response to a scenario without using video?

I need to show a scene/story that evokes intense emotion - one that cries out for shooting/using a video.  Unfortunately, no budget for this.

Besides audio (narration, music, sounds), any tips on what else I could do?  Using avatars just wouldn't work.
