Let's start with what version/update of Storyline you're using and how/where you're viewing the published courses? Is it standard images, screenshots, screen recordings, or something else entirely?
This article is for Storyline 360 - but the reminders hold true for all versions of Storyline - with some best practices to ensure high-quality images and videos.
Have you tried the image optimisation on publish. Itmay also be related to the size of your slide as all images will be optimised to the size of the slide on publish.
720x540 is small for most screens nowadays, your images will be optimised for that size, you probably want to look at using about 960 - 1000 pixels wide as a minimum.
When storyline publishes all images are resampled using png crush to make them smaller. But looks like they are being resampled at 96 PPI. It is probably this making them look poor.
Howie, are you using Storyline 3/360 now versus Storyline 2 before? That could account for the change in what you're used to experiencing as the publishing engine was completely rewritten and changed a lot of how images are rendered.

I know a number of users have reported issues with the HTML5 output appearing blurry in the latest versions of Chrome. Is that the browser you're also using? Our team is still looking into this, as it's based off a major change Chrome implemented around version 54 (we're now on around version 65) so it's going to involve a fair amount of changes in Storyline to correct this for Chrome today and any future versions. We'll let folks know here in ELH once that is ready.
If what you're seeing is across all browsers and devices, or you'd like to share your examples so that our team can test it as we work towards this update, please share those examples by uploading here. You'll want to mention this forum discussion so that my team knows what steps you and I have already tested.

I did Phil. I followed the online guidance and this is the result.
What is your slide size?
What is the resolution of your images, eg 72ppi, 96ppi etc?
720 x 540
They vary David
720x540 is small for most screens nowadays, your images will be optimised for that size, you probably want to look at using about 960 - 1000 pixels wide as a minimum.
I set all of my images to 96ppi regardless of the actual dimensions and I'm happy with the output I get, might be worth a try.
Is this done in Storyline or do you use other software?
When I create the images I generally use Photoshop but there'll be other image editing programmes you could use instead if you don't have it.
Your raw image is 77 PPI
And just to be really odd your published image is coming in t 96 PPI so David has probably found the problem.
What i don't understand is it's happening with all of them and their PPI differs.

What i find strange is that i've been using SL since it's inception and i don't recall having this problem before

These are new courses that i have built in 3. I did however use both 1 & 2 prior to that.

Hi Ashley, I hadn't tested it on another browser.
I have just tested in Edge and it is crystal clear.
In chrome it is nowhere the same quality and is blurry. I can pm you some links if this helps?
