I am loading fairly decent sized pictures and still, when published they appear blurry. Images inside scrolling panels appear even more blurry than images on a standard slide or layer. Am I doing something wrong?
One thing you can check are the quality settings that are used for publishing. See here for some info, under step 4. Also, keep in mind that images that are larger than the project dimensions will by default be scaled down to make them fit and that can introduce blurriness too.

Thank you for your quick response Michael. What if I am publishing to Articulate Online and not necessarily to the web?
The quality settings for publishing to AO are the same.
