Importing buttons to the panels is not possible right now. The way most of us get around this is by using a previously developed story file to serve as base, with the assets on separate slides excluded from the navigation. Then we just copy/paste as needed, which sometimes works in our favor (triggers and states get copied over too).

I have a scene with a scratch pad that I import into most new projects which has a collection of prebuilt elements
