Inconsistent "Tab" Behavior HTML5

Hello,
My course uses screen recording tests that the user needs to enter text and then press tab to continue. I am seeing inconsistent behavior in 360 with HTML5 only courses. Some users just need to press tab once, others numerous times before it registers. Has anyone else experienced this? Is there a way to resolve this issue?
Issues are occurring in Google Chrome/Windows 10. Clients are in Europe. Not sure if this has anything to do with the issue, however, I wanted to mention it.

Sorry, your clients are hitting this snag! Is this occurring in every course? I also wonder if the tab starts in the browser rather than the course. Are you noticing the tab order starts in different places too?
It would be helpful to see a screen recording of the inconsistency. Is that a possibility?
I'm having people type information into a text box then click Tab to submit their response. This is where I'm seeing the inconsistencies. I have used this same course with no issues in Flash, however, I've changed to HTML5 only and only now getting this issue.
