I thought without scorm there aren't dialogues at all
The resume prompt can be enabled for Web/Internet published output in addition to LMS. That will rely on the user's browser and any cookies enabled to track that they've visited the page/course before. You can disable the resume as shown here.
The second screenshot you shared here, that text appears correctly in terms of spacing? Is it working correctly now?
Also, just an FYI it looks like you're publishing to your X drive. Is that a local drive for you? You'll want to make sure you work on local project files as working on a network/shared drive is known to cause odd behavior.
