Insert mouse not possible on second layer

This functionality is available only on base layer as far as my knowledge is concerned.

Ashi is correct - you can only add the mouse cursors to your base layer of the slide and only one mouse cursor per slide as detailed here.

This is really disappointing, but I see it has been this way for over 5 years. Please advise if there is any consideration for adding this functionality in the future...

I understand how this feature would be beneficial in courses. Right now, we found the best way to use the mouse cursor is on the base layer. I'll report back when I hear more details about potentially adding this feature to Storyline!
