The Microsoft Clip Organizer is actually a program that you can open independently. I use Windows 7, and all I do is search for "Microsoft Clip Organizer" (click on Start - the search box is at the bottom). Once selected, you can navigate to the clip you want and just drag it onto a Storyline slide. Here's a pic.
