I'm trying to insert a scroll bar on a slide layer in Storyline, but it looks like that is just not an option (i.e. the option to insert is completely grayed out). Is there any way to get around this?
I do mean scrolling panel. And I realized that I made another mistake - it's a state within a layer that I'm having trouble with. I'm attaching a screen shot here.
If you want to add a scrolling panels to a state, you need to first create the panel somewhere on the slide, 'fill' it with content and then cut&paste the panel into the state.

Do you mean a 'scrolling panel'? Scrolling panels can be added to layers in both SL1 and SL2.
