inserting text to speech and content library error message

everytime I go to insert a text to speech or anything from the content library it says I am offline - but I am connected to the internet

Is this a known issue - are there any fixes?

Sorry you're having trouble with those features, Jane!

Have you and your IT team checked that you've enabled the network endpoints outlined in this article? Also, are you using a VPN?
