I am not fluent in the technical details of Storyline, but we built an hour long program with a fair amount of interactivity, three short videos, some drag and drops, and a final 12 question quiz. The client has had to suspend training because the "interaction data from the program is overwhelming their SCORM engine."
I believe the client requires SCORM 1.2. However, my developer was able to "completely suppress interaction data by updating the code at JavaScript level." So I think we've figured out a workaround.

What version of SCORM did you export in?
If you are publishing SCORM 1.2 there are limits on the LMS data. You can try publishing SCORM 2004 3rd or 4th edition to greatly increase that limit.

That was going to be my suggestion. SCORM 2004 4th edition allows for more information to be stored.
