Much the same way you create a new book with a piece of paper; you start putting things (like plot, setting, characters) on it until you get what you want.
In Storyline, you put objects (shapes, text, audio, video) on it and ask the user to interact (choose, respond to questions) with them. You use triggers to initiate the next action (show information, navigate to another slide) based on how the user responds. What makes it interactive is that the user's choices determine future flow and content.
