I am looking to create an interactive troubleshooting flow chart and I am looking for suggestions with the best/ideal platform /product to use. The troubleshooting flow chart will be exceptionally large and complex.
The troubleshooting chart is technical (trade) in nature. The user will be provided with an initial issue, choice (s) and continues branching from there.
Thanks for sharing the chart. Are learners supposed to View the chart or do you want them to NAVIGATE, e.g. click on a decision box and then go the next decision point?
You could add transparent shapes on top of the various decision boxes, group them with the image and then trigger motion path animations that move the entire group left/right/up/down. Here is an example that illustrates how complex groups of interactive objects can be moved (never mind the soccer theme). The first example here shows a similar approach (an image with markers overlaid, all in one group that is moved with triggered motion path animations). You could also `break` the diagram into sections, add them to layers or separate slides and navigate between them.

Without seeing the chart it`s hard to make suggestions. Maybe you could use panning and or zooming as in this example.
