I'm not confident that I'll get the answer I'd like, but does anyone know of a way to create a slider that follows a custom-shaped track, i.e. not a straight line?
You can manually create an interaction that mimics the functionality of a slider. Here is an example of a 'slider' with a radial track and this example here shows another one (see the left lower corner). Of course,the track path can be anything. The technique used to create these non-standard sliders is demoed here.
I'm not sure what you mean by "masks" but I'm also not one of our product developers so you may want to look at sharing the information with them by submitting it as a feature request.

Not fancy, but a proof of concept freeform path slider is attached.

This method wouldn't work for what I need to create this time but I can see other uses for it.
Your example essentially masks the slider, I think it would be nice if Storyline added masks to it's toolkit in the future.
