Is "drag and drop" type quiz only one to one?

I want to set a quiz like the content in the picture below,

drag caption A&B to area1 and drag caption B&C to the area3

but now i can't drag caption B to both aeras,

so anybody knows that is the  "drag and drop" type quiz only one to one,thanks.
