Is it common for titles put on as a text box over a video in storyline to be flakey ans not appear when the viewer skips around the video

I am viewing the storyline project where I am creating it on my C drive

and when I play a video within which I have put titles on with a text box over top, the playback is good. It is just when I start to skip around the video - fast forward extra, the tiles don't appear anymore, even when I go back to the beginning to play. Only the first time I play it works, no skipping around
