I am using an i marker on my base slide title area for users to access instructions. I find that depending on what layer is being displayed, activating the marker will cause the instructional drop down bubble to appear underneath objects on the active layer. Is there a way to make a marker ALWAYS be the front object, regardless of what layer is displayed? Or am I left with copying and pasting my i marker on each layer?

Unfortunately, that did not work. Drop down instructions continued to appear behind layer objects. But thank you for the idea.
You could put your marker on a LAYER on the masterslide, as shown in the attached rough example.
