This is definitely possible in Storyline.

In short, what you need to do is to place your video on a layer (this could be the base layer or a separate layer) and then use an additional layer for the interactive graphics. As it is likely that you will have a fair amount of specific information for each branch, I would recommend placing each branch in its own individual scene.

Your first scene would only include the first slide with the main introductory video and then, depending on which image you selected from your overlaid graphics, you would then be jumped to the first slide in the scene related to that image and then continue from there. You could add video, audio, scenarios or whatever else you wished in each of the various scenes.
