If the published Storyline content is not rendering properly in Internet Explorer 9, you may need to recommend that the client disable hardware acceleration.

This issue is related to incompatibility between a Windows driver and Internet Explorer 9. Here’s how to disable hardware acceleration in Internet Explorer 9:
1) Click the gear icon on the far right end of the toolbar, and select Internet options.
2) Select the Advanced tab.
3) Mark the box to “Use software rendering instead of GPU rendering”.
4) Click OK.
5) Close all Internet Explorer windows for the changes to take effect.
After making the change above, test the Storyline content again.

Unfortunately, as it sounds like you know, Storyline's minimum requirements call for Flash Player 10 or later. No chance the client would be able to arrange an update?
It sounds to be the only solution, right?

The way I would approach this is to say that Flash Player 9 is very old and is really a security risk and should be updated
