For multiple-response questions, is there a way to set a requirement for the number of choices that should be selected before submitting the answer? For instance, if the user picks only 2 choices but is required to select 3, can a pop-up be shown to remind the user of the requirement? This would be very helpful for some of my quiz questions.
How many attempts are you allowing for your Multiple Response question? If you're allowing multiple attempts (and it sounds like you are) the easiest method would probably be to include some type of custom feedback on the "Try Again" prompt that users see when they answer incorrectly.
For example, you could add something like this:
"Please try again. Remember that you'll need to select three choices that meet the requirements discussed in this course."
The hint would be general, wouldn't give away the answers and would remind the user that they need to select three options.
Or, you could go a little more in depth with states and/or variables and a hint layer. It really depends on how you want to set this up, how customized you want this and when you want this information to appear.
I hope this helps get you started. If you have any trouble, or any questions, just let me know.
The only reason I want to avoid waiting until the response is scored is that the user in my course will have to go through review slides upon an incorrect answer. So, I'd rather provide the reminder before that happens. I'll do some research on how to use hints and variables to address this with a pop-up.

Sounds good, Pete.
If you have any trouble setting this up, just let me know. Maybe I can put an example together for you.
Thanks!
