Issue with Exit activity button in Moodle not returning to last slide visited

Hello, I'm not sure if anyone can help me resolve this issue, but I am experiencing a problem when a SCORM activity I've created won't start where a student has left off again once the student has exited the activity after a second time if that makes sense. The SCORM package is structured as a series of quizzes grouped together into sections, with a results page after each section. The attempts are restricted, so the student must pass each quiz before advancing to the next one. There is a final results page at the end of the activity which is the page reported to Moodle grades. As a result, the student can continue the first attempt from where they left off until 100 percent of the questions are answered correctly, and once they finish, they have completed the activity.

The basic scenario is the student will start the attempt, answer 10 quizzes correctly, exit the activity for whatever reason, re-enter the activity and resume where they have left off, slide 10 in this example. 

The problem arises when the student exits the activity a SECOND time after answering an addition 10 more quizzes correctly, assuming they can pick up where they have left off, but when they enter the SCORM it resumes where they exited the first time, and they have to re-answer the same questions again!

I apologize for the long-winded explanation, but I hope that someone out there can help me understand how I can fix this issue, and allow the student to exit and revisit the activity multiple times without having to start off from where they exited after the first time.
