I'm having a when I publish a file into Review. The user can make the attempt and fail, however when they reattempt the quiz, they cannot re-select any of the options and the Articulate "NExt" and "Prev" appear even though their disabled.
Are you publishing to Articulate Online or to Review? Articulate Online would allow you to track a learner's answers and attempts at the course, and Review would have options for learners or subject matter experts to share feedback.
Either way, have you added the built-in retry button to the results slide to allow learners back through the course? That would reset all the quiz questions and provide a second attempt. If you've added your own custom retry button that only jumps back to the beginning that may not be resetting all the questions.
