Issue with triggers

Hi Guys & Girls,
I am having an issue in storyline that I hope someone can help with. I have designed 2 slides with similar interactions on. You click an image to bring up a layer and the visibility of the next button is set to hidden until all images are clicked & layers viewed. I have done this using variables that add one at the begining of the timeline of the layer and the next button is not visible until all layer variables = 1. This works on the slide before but not on this slide and I can see no difference between the 2 slides. Problem slide attached.

See attached file. I moved the trigger to change the Next button's state to the X buttons on each layer. Also, I did a second variations that doesn't use variables at all, but changes the Next button when the Visited state of the three buttons is displayed. Hope that gives you some ideas.
