I'm running into an issue wherein when I add a zoom to the end of a slide that contains multiple layers, those additional layers retain the zoom from the base layer. As a result, the images on the slide are not fully visible. I've tried this in both Storyline 2 & Storyline 360; same result.
Without seeing the file, I'm sot sure if this will work, but in theory, I would go to one of your layers and check out the timeline for that layer. Expand the Base layer and then hide the Zoom Region.

Run a preview and see if that will fix the issue.
