Items stay on top of timeline

Hi all - I'm working creating a template, where I want certain hot spots and images to always be at the top of the timeline - the hotspots trigger a banner of additional information when they're hovered over, and I want them to always display on top of any other images or text. When anyone adds additional content, the new content defaults to the top of the timeline, causing everyone to have to move the info banners to the top of the timeline once the slide is completed. Is there anyway to avoid these extra steps, and have new content default to the bottom? (I've also tried setting the info banners up as masters and have the same problem - new content is on top.)
