Putting this question out for some the javascript experts out there. I know there is no internal way to pause a layer, only the baseline layer. Could this be accomplished using javascript?
This thread is a bit dated, but in SL2, there is a now a trigger to pause a timeline and you can select which layer to pause.
In SL1, this was not available, but if you allow seeking on a layer, and use the resume to saved state in the properties, the layer should pause until it is reopened again.

I think it's not possible.

Thanks for the info Emily, I'm still on SL1 (SL2 "doesn't like" our corporate font).
Thanks for the update Norm!
