I'm happy to clarify! Screen readers don't announce closed captions because closed captions primarily benefit individuals with hearing impairments. With this in mind, if a video with audio is playing and JAWS did announce closed captions, this would cause the audio from the video to overlap with audio from the screen reader announcing the closed captions.
In short, this is expected behavior for a screen reader to not read off closed captions from a video.
