"Jump to next slide" trigger not working in SL3

I've worked with SL for 6 years, and this is the first time I've encountered this issue. I have a custom feedback layer with a "CONTINUE" button in it (see attached content). When progressing within a question deck pull, it works fine, but when it reaches the end of the deck pull, it won't progress. Is there a way to overcome this issue? A setting I'm missing? I'm stumped.
Some background: I originally had this "fixed" by locking the last question in each deck pull and giving it a unique "CONTINUE" button (adding a "Hide this layer" trigger and a "Jump to [specific slide name] when user clicks" trigger). This worked okay, but it meant that I couldn't have a random order for my questions (not a huge deal). It wasn't really much of an issue until recently when I was asked to allow users to retry each question. I added a "try again" layer, but it failed to allow users to retry the question (even though it was generated through "Form view" automatically). A discussion thread mentioned that the "retry" button won't work when there are locked questions (https://community.articulate.com/discussions/articulate-storyline/help-retry-quiz-button-not-working-correctly-storyline-3). So my only option is, theoretically, to unlock the questions; however, that brings me back to my original issue of the last question in the deck not jumping to the following results slide.

I don't know why that issue is occurring. However, for a quick solve: Since you don't really need the questions to appear in random order, I suggest you simply insert question slides (instead of using a question bank).
I also recommend using one Feedback Master.
