In a quick test in Firefox (with Chrome set as my default browser), a Jump to URL trigger will open the new window in whatever browser the user is currently using. I don't believe you'd be able to specify a link opening in a different specific browser. You're welcome to make a feature request though.
Welcome to the community. Just curious, what is your reason for wanting it to open in a specific browser? As Peter said, anytime you offer a link to someone it will open up in whatever browser they are using at the time but I just wondered why that was particularly important. Is there a reason your link is best for IE?
