I have a bunch of pictures of a bar graph and a slider which triggers them with state changes so when you move the slider up and down, it looks like you're controlling the bars to move as well.
The states show the pictures all being in exactly the same place and when my participants use the arrow keys to move the slider, it works perfectly. When they use the mouse, most see it just fine but a few of them see the pictures jumping all over the place and the slide totally loses impact.
That does sound like odd behavior-- I'm happy to help investigate it with you!

I was able to reproduce what you're describing when I published your course for the web and uploaded it to Tempshare to test it. After playing around with the slider for a bit I see it in the HTML5 output, however I didn't see the same happen when I published for only Flash.
I've reported it to my team as a possible software bug for Storyline 3. From here, I’ll meet with my team to take a closer look so we can determine next steps. Sometimes my team catches errors in my logic and we don’t have a bug after all. Of course, if that’s the case, I’ll let you know!

I have a similar issue. I have created a slider interaction to show children different percentages from 0 to 100. My image shows a 100 square and when they drag the slider the percentage changes and the shading in the 100 square changes. For example, when they drag the slider to 10%, the 100 square displays 10 boxed shaded.
My issue is that the 100 square appears to be jumping when I use the slider. When I drag the slider, the 100 square looks like it changes size or position slightly. I have checked that all the states are the exact same size and in the exact same position but it still appears to jump and sometimes disappear for a split second.
