I have a course with 2 knowledge questions. When I test the course and check to make sure the learner can go backwards and forwards, when I get to the 2nd question to advance forward after going backwards the 2nd question will not advance.
I have reset the base layer to Reset to initial state - same issue. I tried to set the base layer to Resume save state - the question will not advance after going backwards.

It's certainly hard to say what may be going on without seeing your file.
