Layer Assets Sticking

Truly hoping there is an easy fix to this. I have a lovely 90 slide interaction that appears to have serious layer issue.
I have ten topics, each reached by a button in a ten button menu. Within an individual topic, however, I have created drop-downs to narrow in on information. IE: The topic is Broadcast. On that slide I have two box objects that look like a drop-down menu with options of TV and Radio. Clicking the box/options leads either to another layer or slide.
I have no idea what's happening, but I start clicking around on that and the layer that has the expanded menu just... sticks.
I have checked slide layers - they do say "hide other layers" in their settings.
I'm in Articulate Storyline 2.0
If anyone has any ideas, let me know?

Attach at least some of the sticking slides, and their intended targets here, and someone can take a closer look.
