Layer not displaying when buttons visited

After clicking on three buttons (each of which displays a layer that stays on screen), I want to show another layer (footnote). For some reason, this isn't working (see attached). The buttons do have a visited state, and my understanding is that the visited state is engaged automatically when clicking on a button. I also tried setting the state manually for each button just to try all my options, and that didn't work either.  I also tried using just one button as the condition (instead of all three) - no luck.
