Layer Order and Properties

A bit flummoxed on this one. Seems like this should be a no brainer.

I know that, according to the somewhat unintuitive fact, layer order is not determined by stacking in the slide panel but rather by trigger sequence when triggers are used to show layers. If I show all layers simultaneously, layer order should be determined by stacking in the layers panel.

This is not what I am seeing. My topmost layer is displayed beneath all other layers. In addition, despite the fact that the topmost layer is configured to hide all other layers, it is hiding no layers. When the base timeline starts, there are six triggers to show all six layers. Even when I place the trigger to show the topmost layer before all other triggers and delay display of the other layers using timeline values, it has no effect. Nothing I have done up to this point has caused the topmost layer to be displayed atop the other layers. The topmost layer simply has a rectangle with text and two buttons.

What could I possibly be missing? I just don't get it.

The Order in Which Triggers Are Executed in Articulate Storyline

Articulate Storyline lets you apply multiple triggers to the same object. You can also apply triggers to master slides and content slides. Here are the rules regarding the order in which all these triggers get executed when learners view your published course:

* If there are triggers on the master slide and content slides, the master slide triggers execute first.

* If there are multiple triggers on the same object that are triggered by the same action (such as "on click"), the triggers execute in the same order in which they appear in the Triggers panel (top to bottom).
