Srinivas is correct that layers exist for a particular slide - but if you wanted to show a layer on another slide, you could set it to show immediately upon visiting that slide based on tracking a variable.
So for example, it may look something like this:
Slide 1 - has two buttons, button 1 links to the base slide of slide 2, button 2 links to the first layer on slide two, based on the user clicking it and changing the T/F variable and then a trigger on slide 2 that the layer is shown based on the condition that the variable is True. Check out the really simple example I attached here.

No, I don't think you can do that. Layers are specific to that slide only.
