I had this problem recently and the fix was to change the layout on the layers, that's if your layers are visible but the content isn't- if that makes sense.
If you can't see the layers at all while editing the .story file - we're happy to take a look, but it sounds like it may be an issue of corruption or loss of resources. You mentioned that you were working locally, and you'll also want to check into these other tips for managing your project files.
Did you look into the troubleshooting steps I mentioned? If the layers are just gone it sounds like there may have been some corruption associated with the file. Have you tried importing it into a new Storyline project?

I'm sorry to hear about your projects layers - if the import didn't work, it sounds like you'll need to recreate your file and please review the other information I shared on tips for managing project files, as those items listed are known causes of corruption.
The layers on slide 3.2 are doing the same thing. When I work on them in the storyline they work perfect. When I publish they just disappear. I added the story file. It does it when published to review as well

Thanks , this is a strange one. what I did was create a separate story file for the permit (the disappearing part) and it worked. Don't ask me why but it did.
When I made it its own program it worked so I kept it.

Ah, okay. Have you tried importing the new slide into the original Storyline file, or do you plan to keep the files separate?
