Layers Not Playing

I have a Storyline 360 project that has a slide with a base layer and three other layers. The layers are set up to play (show) in a certain order. The layers each have different graphics and narration.  One layer has an interaction on it. I have been having problems getting the layers to all play (or show) in review or publish. When I play them on the timeline no issue.  At one point, only the first two layers played and the third layer would be skipped over and the program would go to the next slide. For a while I had it fixed so that all layers played but now only the very first part of the first layer plays and then it stops. I've checked every set up I can think of and tried searching on the web for a solution. I even watched a video about working with layers and I still can resolve this. Any help would be greatly appreciated.

Ron and Tom,
I hope you don't mind me jumping in.  I took a look at your file and I believe the problem you're experiencing is that you 'turned off' several of your items in the Low Income Targeted Populations layer.  From the Timeline, click the top Show/Hide All checkbox so all are visible.

I don't know how I missed that I had turned off several of the items on that layer--thank you it's working fine in that regard.  The other issue now is that I have a hyperlink from the Other Targeted Populations layer to take the learner to additional information about that layer. After they click on the link and access the other information there is a button to click to return them to the training. I want them to return to the point where they left off.  I am doing the same thing on the slide before this slide and it works perfectly--you return right to the spot you left when you clicked the link. But on the slide with layers, it doesn't work. They are taken back to the beginning of the slide.  I'm guessing it's not possible to have them return to a specific layer. Also, the pause button and the previous and next buttons don't work on this slide--whether you click on the links to go to the additional information or not.  I have uploaded both slides so you can see what I'm talking about. What am I missing?

Glad to hear that the first part of the solution worked!  For the next part, I would suggest using a variable so you can ensure the correct layer is displayed when coming back.  In the attached file you'll find the following adjustments:

Slide 1.2
•A new trigger, Show layer Other Targeted Populations when the Timeline Starts If OtherTargetedPopulation is equal to True.

Slide 2.3
•A new trigger, Set OtherTargetedPopulation equal to True When the user clicks

One additional suggestion:
On slide 2.3 you might want to consider using 'Jump to Previous Slide' instead of a specific slide.  This way if you get to this slide from a different slide, you'll know you will always get back to the correct slide.

As for the other problem in regards to the previous and next button, you'll need to re-build the Player Menu.  The sequencing is not the same with your recently adjusted slides and seems to be the culprit.  

Start by clicking Player from the ribbon:

Then click the Menu button and Reset from Story:
