Layers with voiceover on base layer

Hello,
I am pretty new to Storyline and am having a really hard time figuring out how to create different slide layers with sound/voiceover on the base layer that are supposed to carry through all the layers. I don't know how to hide the images on the base layer without also hiding the sound on the base layer...right now when I click "hide objects on base layer" on my new slide, I lose images AND sound altogether. Can anyone provide me with any guidance on this?

There is also a box that says "pause the timeline of the base layer" this is what is stopping the audio
That unfortunately isn't the problem. I have sound on my base layer that is supposed to play throughout as different slides are shown and hidden. I can't hide the images on the base layer without hiding the sound as well.

Have you tried, when "on" a layer, clicking the Base Layer drop-down and shutting the eye on the images you need to hide?
For example, in the screen shot, a Layer is active. I've scrolled down on the timeline to the Base Layer Objects drop-down, expanded it, and hidden the two pictures that are on the base layer (by shutting the eyes.)
This is Storyline 1, but it works the same way in Storyline 2, except there aren't "eyes" there are these "doohickeys" instead
