Learner-created study plan and flashcards

Hello, I'm thinking of using Storyline (which I haven't yet used) to develop an e-learning project with, amongst other things, the following features:
- the possibility for learners to create their own practice activities, for example, flashcards with items they want to focus on. This would be either for their own personal use or to share with other learners.; and could be flashcards or other types of quiz.
- the possibility for learners to create and track all their learning activities, including activities not offered on the e-learning platform (other reading, videos, classes, etc): the idea would be for them to plan what they intended to do (date, time, duration, etc) and to keep a log of what they have done (activity, when completed, time spent, etc)
If anyone knows whether this is possible in Storyline, or (even better) knows of examples of these types of learner-created activities, it would be very useful for me in deciding whether Storyline (with all its other advantages) would be a good choice.
